But Ryan's argument is wrong, because corn and soybeans are grown in only a portion of our soil and only in highly productive, highly developed fields. The U.S. imports as much as 100,000 tons of wheat and corn each year — or about 6 percent of its domestic production, and the E-rate would only put about 7 to 9 percent of that in the hands of the U.S.

It is more profitable to export to Europe than to import from our own backyard.
